Yes they are by default configured as part of the function layer – the expectation is something similar to this:  

 

You can also configure the layout to anything you’d like – you can make the cursor keys regular keys instead of function layer keys.  Some people are making the cursor keys the right alt, key between right alt and ctrl, right ctrl, and the right barrel of split right shift the four cursor keys.
